Description

Need to write svn_fs_link(), which does what svn_fs_copy() used to do --
that is, make a true direct reference -- so that passing uses of copies
when building txns don't result in spurious copy properties.

If this doesn't make sense, don't worry.  Ben and Karl both know what is up
here, just jotting it down in and issue so we don't forget.
