Description

Currently setting environment variables for hooks are specified inline in the
configuration file for the server.  Consider moving the configuration to a
single canonical location --- a configuration file --- and redesign the
mod_dav_svn and svnserve configurations to point at such a file.

This feature was added in 1.8-dev so we can make incompatible changes until 1.8.0.
