Description

From issue 3993.

When the target URL of an update has been deleted the googlecode server will
return a 200 OK response with an incomplete update-report.  This is an error,
and ra_neon duly reports it to the user:

svn: E175002: REPORT of '/svn/!svn/vcc/default': 200 OK

We need to generate a better error.
