Description

'svnrdump dump' should be able to produce incremental dumps (like svnadmin
does): the first revision included in full and the rest as deltas.

Use case: to be able to svnrdump https://svn.apache.org/repos/asf/subversion
without going through 800000 irrelevant revisions first.
