Description

With issue #3577 '1.7 subtree mergeinfo recording breaks reintegrate' solved, it
would be nice to implement analogous functionality in the other direction; that
is, to allow reintegrate merges into targets with missing subtrees (e.g. a
shallow WC) as long as the merge wouldn't touch those subtrees even if they were
present.

We try to make merge DTRT with regard to missing subtrees just about everywhere
else, so why not here?
