    Description

      When a directory containing file externals is tagged from working copy to URL,
      the new tag on 'svn up' will fail with the message, 
      
      svn: warning: The file external from 'file:///tmp/repos/trunk/dir1/file1.txt'
      cannot overwrite the existing versioned item at '/tmp/wc1/tags/1.0/file1.txt'
      
      This is seen only in 1.6.x and does not occur in trunk. This is an useful fix
      requested by 'Subversive' client users since the only way to tag using
      'Subversive' is by a WC to URL copy (haven't checked the validity of this claim).
      
      Will put a reproduction recipe for the same shortly.
