[SVN-3382] svn status does not show tree conflicts when svn:ignore=*

Description

In 1.6.0 (dev build):

If a folder has svn:ignore property set and its value is '*',
and has tree conflicts, those conflicts are not shown by 'svn status'.

Workaround:
Use 'svn status --no-ignore'

Also, 'svn status -u' does show those conflicts.
