svnperms.py does not work on Windows

    Description

      It seems to be an ongoing problem that svnperms.py from
http://subversion.tigris.org/tools_contrib.html does not work on windows, due to
the use of the Unix specific ‘commands’ module.  This has been mentioned in
various places:
