Description

diff ignores local addition of a file (`svn add' called, `svn commit' *not*
called) when diffing against an unrelated URL@REV where the same file exists.

Possibly related issues: #2261 #1675

Prevents using diff for arbitrary directory comparison, which is needed for
tree-conflicts.
