[SVN-3275] Commit fails to mirror with svn 1.5.[1-4], works in 1.5.0

Description

After upgrading the commandline client to 1.5.2 (and also before with 1.5.1) svn
add and copy fails to a synced mirror setup with write-through proxy while
commit with the following response:

svn: Server sent unexpected return value (400 Bad Request) in response to
PROPFIND request for
'/svnrepo/!svn/wrk/6c659202-6463-49f8-8c96-b92a92d31dd7/infrastructure/branches/ASU_801_0_0/abc.txt'

Downgrading to commandline client to 1.5.0 and doing the same works fine again.

I am using Ubuntu 7.10 with svn compiled from source with neon-0.28.1.
