Description

This issue was spun off of issue #3187.

When merging to a target with switched subtrees, the resulting mergeinfo on the
roots of those subtrees *never* elides to the repository, see
http://subversion.tigris.org/issues/show_bug.cgi?id=3187#desc1.

These subtrees are effectively disconnected merge targets in terms of mergeinfo
inheritance and elision so I see no reason not to treat them as such.
