Description

Patch by Jonathan Gilbert (o2w9gs702_at_sneakemail.com).  This extends
mod_authz_svn to support pure-anonymous rules (matches ONLY the anonymous user)
and inverted rule matching (in combination with the above, allows matching any
valid logged-in user).  Brief discussion on the dev list, with the patch posted
