    Description

      Isolate all textbase access into a single submodule, like has been done for all
log-creation and log processing commands.  That way, it'll become easier to
implement compressed or non-existent textbases.

If the api abstracts from the fact that the system is reading a file (for
example by using streams), the rest of libsvn_wc doesn't need to know where it
gets its data from.
