If the user provides credentials on the command line, but ra_svn then
authenticates with the server using the EXTERNAL SASL-mechanism, it can be very
confusing to any user who doesn't understand the guts of Subversion's auth code.

It's debatable whether this should be an error or a warning situation (and
compatibility concerns will probably figure into that debate), but we can
certainly do better than we do now.
