This looks to be an issue with win32 bdb 4.3.27.  Release Notes for 4.3.28 
state:

17. Fix a bug on Windows platforms that prevents database files from growing 
to over 2GB. [#11839]

So hopefully this is just a simple repackaging with win32 bdb 4.3.28.
