[SVN-1995] svn_path_* not handling absolute win32 paths

Description

If you set this in svnserve.conf:
  
  password-db = C:\Secure\pw

Then an error is printed about not being able to open "C:/Repo/conf/C:\Secure\pw"

According to ghudson in IRC, "it seems like the svnserve code is doing the right
thing (modulo not calling svn_path_internal_style() and maybe translating to
UTF-8) but the svn_path code can't handle absolute Windows paths."
