[SVN-1987] svn ci -N skips removed files in current directory

Description

When I svn rm a few files in my current directory, then svn ci -N, it skips the 
removed files and doesn't commit anything.

The server is 1.0.4 on Red Hat 9, Apache is at 2.0.49
The client is Win2K (Cygwin)
