[SVN-1969] svn blame broken on windows 2000

Description

The thread aboves describes that the new blame implementation is
broken on Windows 2000. Probably due to a temporary file being deleted,
then svn tries to create a new unique file with the name of the deleted
file, but since the deleted file isn't closed, this fails.

I've a patch but I need confirmation. This has to block 1.1,
but if the analyzes is true, it is a simple fix.
