Description

Patch by gerhard oettl <gerhard.oettl.ml@oesoft.at>.  Initial German translation
of book.xml and foreword.xml.  No responses on the dev list.  It's not really in
a patch format, but its contents describe files to be newly created (in
doc/translations/german, I assume).
