Description

The INSTALL file reads:

At the time of this writing, there were no official release versions of
APR/APRUTIL available [...] the easiest way to get apr/apr-util is to download
the latest release of the httpd source, and use the apr/apr-util trees contained
within.

There are now apr/apr-utils releases available on the Apache site:
	http://www.apache.org/dist/apr/

Maybe the INSTALL file could be updated to reflect that.
