No documented easy way to install cvs2svn from source

    Description

      The install docs and procedures for installing from source are pretty good, but
      they skip cvs2svn.
      
      "make install" does not install cvs2svn.  That's probably fine, since not
      everyone needs it, but there does not appear to be an alternate target (e.g.
      "make cvs2svn-install") to install it.  I don't see any mention of cvs2svn in
      the INSTALL docs.  I don't see a distutils setup.py script down in the
      tools/cvs2svn directory.  I had to resort to manually copying files. 
      Non-Python-programmers might not have the patience to figure out where to put them.
      
      A distutils script would be ideal.  Some mention in the install docs of how to
      run cvs2svn out of the source tree without actually installing it, and how to
      manually install it, would be better than nothing.
