Description

The Win32 binaries are statically linked with APR, APR-Util and APR-Iconv.
Change the build to link with the DLLs instead. This will also allow mod_dav_svn
and mod_authz_svn to link with pre-built SVN libraries instead of building their
dependencies again.

Note that the Windows installer will have to be modified.
