Description

Just like our custom 'update' REPORT request, we're being burned in
exactly the same way wit hour custom 'log' REPORT.

As it stands now, 'svn log -rX:Y URL' fails if URL doesn't exist in head.

That is, we should be doing a REPORT against something innocuous, like
the VCC, and move the "true path" down into the XML request body.
