[SVN-1380] mod_auth_svn installed incorrectly

Description

On a completely fresh system, subversion's 'make install' adds
"LoadModule" lines for both mod_dav_svn and mod_authz_svn to
httpd.conf.  But it loads them in the wrong order!

This bug has already bit a couple of newbies.
