[SVN-1030] Cannot svn ps --revprop with <> in log message

Description

It appears that text taking the form of a tag <something> cannot
appear in a log message.  This command is against the Subversion
repository;

svn ps --revprop -r 3773 svn:log 'bug from <[e-mail]>'
blair's password:

svn: RA layer request failed
svn: applying property change to to /repos/svn/!svn/bln/3773: 400 Bad 
Request

On my box for a similar command, this shows up in error log:

error code: not well-formed (invalid token) (4)
