[SUREFIRE-632] add a test-failed goal, to only run the tests which failed last time

Description

if the test goal outputs to target/surefire-reports/failures.txt a little text file of all the failures which occurred in the previous test run, it would be easy to add a new goal test-failed which just runs all the test cases which previously failed.
