[SUREFIRE-1233] Provide means to support all output including T E S T S banner

Description

I can quiet my "mvn clean verify" build substantially setting logger level to warn. However, surefire/failsafe plugins output a "T E S T S" banner and summary line directly to console and not through logging. I would like a means to quiet these as well. My idea command line would result in:

$ mvn clean verify
$

Unless anything breaks, tests do not pass, etc.
