[SUBMARINE-657] The problem of creating a new user

Description

There are two problems.

1. Click the “Manager” ->  ”User” tab in the left-hand panel.
Then I clicked ”Add User” and filled out the form with empty input field "birthday". After submitting the from, It showed me "Http failure response for http://localhost:32080/api/sys/user/add: 400 Bad Request".

2. The passwords are not hashed, and it results in the error "login failed".
