[STRATOS-795] Stratos forgets about cartridges if they disappear while Stratos isn't running

Description

Sequence of events:
0. Setup Stratos with a cartridge with a deployment policy of e.g. min 1, max 1.
0.5. Wait for the cartridge to be spawned, and to go "active" in Stratos
1. Stop Stratos
2. Kill a running, previously "active" cartridge instance (e.g. terminate via horizon)
3. Start Stratos again
4. Observe that Stratos still thinks the cartridge has 1 active member.

Stratos never recovers from this state.
