Description

When ArtifactsUpdated event is received cartridge agent will publish instance activated event regardless whether ports are active.

This work-flow is invalid, and will cause system to be unstable since inactive instances will be considered as active.

Agent should check whether ports are active before publishing instance activated event on ArtifactsUpdated event.
