Publish Fault Request Messages to CEP

    Description

      Currently load balancer publish In Flight Request Count to Complex Event Processor (CEP). An aggregated value of this statistic is used by the Autoscaler to take auto-scaling decision.

      In addition load balancer could publish Fault Requests to CEP so that Autoscaler use it for fine tuning its decision making process.

      Fault Request
      A request could be identified as a fault request if at least one of the members could serve a request while others fail to do so.
