[STRATOS-1625] Stratos restart doesn't recover "Initialized" state members

Description

If you shutdown Stratos with members in Initialized state, then stratos won't load members from topology on server restart. Due to this, some untracked instances will be running in IaaS, while stratos will create new instances to fulfill minimum check.
