[STRATOS-1302] Wrong HTTP status code and message - DELETE /applicationPolicies/{applicationPolicyId}

Description

1) Normally the 204 HTTP status code should be returned when deleting. However, when executing DELETE /applicationPolicies/

{applicationPolicyId}

the 200 HTTP status code is returned, which is incorrect.

2) The message states Autoscaling policy and [autoscale-policy] where as we are deleting an application policy.
