Struts doesn't pick up the XX_zh.properties when XX_zh_CN doesn't exist.

    Description

      According to the lookup sequence of the resource boudle, if XX_zh_CN.properties doesn't exist, Struts should pick up XX_zh.properties and then XX.properties. But it picks up the English resource XX.properties directly when XX_zh_CN doesn't exist.
