    Description

      Many form tag attributes (including title) listed in this W3C recommendation
      are not currently supported:

      http://www.w3.org/TR/REC-html40/interact/forms.html#h-17.3

      Patches to FormTag.java and struts-html.xml forthcoming as attachments or mail
      to struts-dev.
