I have downloaded the Struts 1.1 Release Candidate 2
(http://www.apache.org/dist/jakarta/struts/binaries/jakarta-struts-1.1-rc2.zip)
under the Milestone Builds section in the Binary Downloads page
(http://jakarta.apache.org/site/binindex.cgi).

Seems like when I replace struts.jar in WSAD, it complained that the struts 1.1
method ActionErrors.isEmpty() is not found. Furthermore, the file size is only
16MB compared to 16.2MB from the mirror site
