Provide Metrics Feedback API to Resource Aware Scheduler

    Description

      The Resource Aware scheduler should be able to use metrics to determine if it needs to reschedule things to be more ideal. This is to provide that API to the scheduler, but not necessarily to act on those metrics yet.

      This especially relates to STORM-899, but is not necessarily blocked by it.
