Make Resource Aware strategy configurable per topology

    Description

      Different topologies may want to use different strategies to place their bolts and spouts on to the nodes. Making it configurable per topology allows for the topologies to find one that works better for them, and more importantly it gives them an upgrade path from a previous scheduler that is not resource aware, and can be running in a modified form as a strategy and strategies that are.
