[STORM-2450] supervisor v2 broke ShellBolt/Spout in local mode from storm jar

Description

In local mode from the command line the localizer was placing the resources from the jar in the wrong directory. resources/resource instead of resources. It looks like this was broken when we "fixed" doing it for copying resources from outside the jar (unit tests).
