Description

Once a topology has an owner, not just a name, we can now divide up resources by users, and give more control over how many machines each topology will get. (Multi-tenant scheduler)

We should add the owner of the topology to be displayed in the UI. We should also allow the scheduler to display status of the scheduling on the UI. Things like you couldn't get all of the machines you asked for so I only gave you 2. This allows an end user to understand what is happening with the topology from the schedulers perspective.
