[STORM-227] allow worker.gc.childopts to be configured separately

Description

For some JDKs gc options cannot be overridden by later options on the command line. They result in an error instead. So if you want to provide default gc options for end users, but give them the ability to override them, we need to separate them out into a separate config that is handled differently.
