[STORM-2180] KafkaSpout ack() should handle re-balance

Description

Currently the kafkaSpout ack() routine doesn't handle if a re-balance happened and an ack for a partition it no longer handles get sent back to it. It will throw a null pointer exception. We should check to make sure that partition exists before calling .add.
