[GSoC][STATISTICS][Regression] Architecture ImplementationSuggestions

Efficient Java Matrix Library (EJML) could be used as our temporary matrix library until a Commons solution is implemented as suggested by Mr. Eric Barnhill.

Though it does have competitors, so we should try to confirm it is indeed the best one to use.

So far I've started to make modifications to this example and believe that most required functionality in the regression module should fit in this one class (though a small hierarchy could be needed):
