CRUD operations on ontologies via REST without any need for scopes or sessions

    Description

      So far, it was only possible to load ontologies via REST on an existing scope or session.

      We should relax this constraint and make it possible to do so on the OntoNet root resource via a POST method.

      This way, it can also be easier to manage shared ontologies across scopes when version IRI support is implemented.

      At a minimum, POST methods could either load ontologies by passing their physical IRI or the payload directly. This way, scopes and sessions could directly manage these ontologies via PUT or POST methods on their resources.

      In the future, we can also consider PUT methods that allow users to force a preferred ontology identifier (can be useful for anonymous ontologies).
