Description
When an ontology scope is created programmatically (via the Stanbol ontonet Java API), any legal IRI can be used for naming the scope, no matter whether it can be dereferenced or not.
On the other hand, making PUT and POST the RESTful API ensures that ontology scopes are created with resolvable IRIs.
The naming system should be unified, so that scope IDs can always be concatenated to resolvable IRIs.
