[SQOOP-970] Explicit delimiter configuration information should be available for exports also

Description

Sqoop has a mechanism to identify if explicit delimiters (field terminators etc) are provided for imports. But for exports this is not available. This is useful if a connector wants to use this information to check explicit delimiters are used and whether to override its defaults or not
