[SQOOP-950] Can't build package from provided binary artifacts

Description

I've noticed that users that will try to create package from our published binary artifacts will fail on following error message:

BUILD FAILED
/home/jarcec/tmp/sqoop-1.4.3.bin__hadoop-0.20/build.xml:464: Warning: Could not find file /home/jarcec/tmp/sqoop-1.4.3.bin__hadoop-0.20/src/licenses/LICENSE-BIN.txt to copy.

I've investigated the issue and it seems to be in the way we are changing licenses in the build processes by explicitly excluding directory in src/.
