Description

Spark currently uses Coda Hale's metrics library version 3.0.0.

Version 3.1.0 includes some useful improvements, like batching metrics in TCP and supporting Graphite's UDP interface.

I'd like to bump Spark's version to take advantage of these; I'm playing with GraphiteSink and seeing Graphite struggle to ingest all executors' metrics.
