[SPARK-47434] Streaming Statistics link redirect causing 302 error

Description

When using a reverse proxy, links to streaming statistics page are missing a trailing slash, which causes a redirect (302) to an incorrect path.

Essentially the same issue as https://issues.apache.org/jira/browse/SPARK-24553 but for a different link.

.../StreamingQuery/statistics?id=abcd -> .../StreamingQuery/statistics/?id=abcd
