Description

https://github.com/uniVocity/univocity-parsers becomes inactive for the last 3 years, and we can't land some bug fixes anymore. Maybe we should leverage their interface, and have our CSV parser. This is a base work.

We should use the higher class if it fits for better maintenance in any event.
